1993
During the first APEC Leaders' Meeting, at Blake Island in Seattle, U.S., President Bill Clinton put forward, and all APEC leaders endorsed, a proposal for the Leaders' Education Initiative, which would help address the challenge of economic development and community-building among the diverse cultures of the APEC member economies.

"We agree to make an investment in our future generations by establishing an APEC Education Program to develop regional cooperation in higher education, study key regional economic issues, improve worker skills, facilitate cultural and intellectual exchanges, enhance labor mobility and foster understanding of the diversity of our region."

1994
The creation of the APEC Education Foundation was jointly proposed by the U.S. and Korea at the APEC Ministerial Meeting in Jakarta, Indonesia, as an expansion of the Leaders' Education Initiative.

"Ministers welcomed the US proposal for establishing a private sector funded APEC Education Foundation. Such a Foundation could track all APEC human resources development/educational activities, and could back-up and serve as a resource to the Human Resources Development Working Group, the associated Partnership for Education and Education Forum, and the APEC Leaders' Education Initiatives."

1995
The APEC Education Foundation was legally incorporated in Washington, D.C., in November. Following the proposal made by President Kim Young Sam of Korea during the third APEC Leaders' Meeting in Osaka in November, the Foundation decided to establish its Grants and Programs Secretariat in Seoul, Korea.

1997
The Foundation opened its Grants and Programs Secretariat in Seoul, Korea, in July and established its Administrative Office in Monterey, U.S., in October. APEC Leaders acknowledged the development and progress of the Foundation in the APEC Economic Leaders' Declaration.

1998
Grants in the total amount of US$127,000 were awarded to five APEC Study Centers for programs to enhance exchange of ideas and information and promote research and scholarship within APEC.

2000
The first Board of Governors Meeting was held in Hawaii in April. Following the resolution of the Board Meeting, the Administrative Office in the U.S. and the Grants and Programs Secretariat in Korea were consolidated in Seoul. It was also decided to call for proposals for projects to assist K-12 teachers to become more effective in the classroom, with special attention to the use of information and communications technology (ICT) and the Internet.

2001
The second Board of Governors Meeting was held in Seoul in June. Dr. Kyung Tae Lee was elected as Chair. After reviewing grant proposals, the Board decided to encourage and support the establishment of a consortium of institutions to help K-12 teachers make effective use of information and communication technology (ICT) and the Internet in the classroom. In August, a grant of US$679,000 was approved to the Consortium for APEC Cyber Education Cooperation (ACEC). In recognition of the Foundation's work and efforts, APEC Leaders and Ministers, in October in Shanghai, recognized the Foundation's achievements among the major outcomes of APEC 2001.

2002
The third Board of Governors Meeting was held in Seoul in June. The Board elected Dr. Choong Yong Ahn, President of Korea Institute for International Economic Policy, as the new Chair of the Board. Dr. Carlos Salazar Silva, Rector of the University of Colima, Mexico, joined the Board as a new member. In July, following the Board's decision, the Foundation announced its second call for grant proposals to enhance the capacity of small and micro enterprises to use ICT more effectively. At the Tenth APEC Economic Leaders¡¯ Meeting and the Fourteenth APEC Ministerial Meeting held in Los Cabos, Mexico in October 2002, Leaders and Ministers welcomed progress in the revitalization of the APEC Education Foundation and the Consortium for APEC Cyber Education Cooperation, its signature project

2003
The Foundation approved US$719,500 to six projects on ICT capacity building for small and micro enterprises in November. Nineteen APEC member economies participated in developing the projects under the management of six member economies: Australia, Canada, Korea, Mexico, Thailand and the United States. At the 11th APEC Leaders¡¯ Meeting and 15th APEC Ministerial Meeting in Bangkok, Thailand, Leaders and Ministers commended the work of the Foundation and the ACEC.

2004
The fourth Board of Governors Meeting was held in Jeju, Korea in January. The Board discussed critical issues as well as the general affairs of the Foundation, and decided to strengthen the Foundation¡¯s grant programs in 2004. It also agreed that its focus should continue for the present on enhancing the digital opportunities and capacity building for disadvantaged groups. At the 16th APEC Ministerial Meeting held in November in Santiago, Chile, Ministers commended the work of the APEC Education Foundation in advancing cyber education and ICT capacity building of small and micro-enterprises.

2005
The fifth Board of Governors Meeting was held in Seoul in November. At the meeting, the Board approved US$900,000 to six projects on providing disadvantaged youth with useful educational opportunities. The first International Conference on AEF Activities 2001-2005 was also held in Seoul, in November aiming at sharing experiences and knowledge of AEF-sponsored projects, establishing a useful network of similar projects, and exploring ways to contribute to APEC Ecotech by utilizing the output of previous AEF projects. In recognition of the Foundation¡¯s achievements in 2005, APEC Ministers welcomed the achievements made by the APEC Education Foundation at the 17th APEC Ministerial Meeting held in Busan, Korea.
