Responsibility for accomplishing the mission and achieving the goals of the APEC Education Foundation resides principally with the Board of Governors, assisted by the Secretariat.

The Board of Governors ensures that the Foundation pursues its mission and goals as an independent organization. At the same time, the Board gives careful consideration to how the work of the Foundation can support and relate to complementary efforts undertaken throughout the region.

Based on guidance provided by the Board of Governors, and subject to its regular review, the Secretariat is empowered to act on behalf of the Board of Governors.
